This is Edward Elric and Elicia Hughes. (Random fact: They share the same birthday!) Aww, he's taking her trick or treating. And look, she's dressed like Al. Awww! But Ed doesn't look very happy. That's cause they just started, and at the first house he was mistaken for a kid dressing up as a State Alchemist. Of course, in real life, he is a Major in the military (and outranks quite a few people older than he is) simply because of his ranking as a State Alchemist, and by all rights he can wear that outfit, though as far as I know he never wears it in the series.

THE STORY BEHIND THIS PIC: Anyway, at first Alphonse Elric was taking Elicia trick or treating, but everyone kept assuming that Al was her father and that she was dressing up just like him, and this embarrassed him: after all, he is only fourteen years old and part of him still wishes he could go trick or treating himself. So he made his fifteen year old brother Edward take her; after all, Ed had even made the costume for her (it's not real metal, and all sharp edges are blunted and the inside is well padded, cause Ed is safety conscious), though she soon gave up wearing the helmet. Somehow Maes Hughes, Elicia's father, convinced Ed to wear his State Alchemist uniform. So he did. And because he is so short, and because he had the armor head held upside down in his arms at the time, he got mistaken for a trick or treater and the lady at the first house they went to put candy in the helmet! So he is a little ticked. Cause someone thought he was short again. He he!
